
I wouldn't know if the PIN delivery issue was actually a problem with the Nigerian Postal Service or google itself, I was really worried and had to try other advertisers like bidvertiser when my sites started displaying public service ads from google. Mind you, public service ads wont fetch you a dime! I had to remove them and for a couple of months, I didn't know what to do and almost gave up on google adsense.
At the long run, I came across a friend who had the same problem and taught me what to do which eventually got me out of the PIN issue. I think it'd be a great idea to share this with you.
When google sends you the PIN and it doesn't get delivered, request for the PIN again after about a month. You can do this for about three times and google tells you they can no longer issue you any other PIN number.
This is when you will be given an alternative: sending a scanned copy of your utility bill carrying your address and a government issued ID card. That's all.
The moment your documents are reviewed and acceted, the hold on your account will be lifted and you'll no longer be asked for a PIN number. It worked for me.
